The structure of local Government in the UK

Britain‘s local government is a system of providing vital public services in a wide range of activities including social welfare, commerce, health, leisure or crime prevention. Local government in the UK comprises 467 major councils and 9.000 town/parish councils and employs one of the largest workforce in the UK.

All local authorities derive their powers from Parliament and the central government. Parliament can expand or abolish any particular authority. But local authorities have a considerable freedom to make arrangements for carrying out their duties. The main policies are decided by the full council, other matters concerning the various services are the responsibility of committees composed of the members of the council. The council can delegate to the committee or officer any functions except those concerned with finance. The public (including the press) is admitted to the council, committee and sub- committee meetings, and has a right of access to agendas, reports and minutes. Local authorities may exclude the public from the meetings and withhold their papers only under the limited circumstances.

Traditionally the most important local area is the country. It is the oldest local unit of government. England has been divided into counties for more than 1.000 years, there are fifty-three counties in England and Wales.

Within the counties the oldest units are the parishes. There are the local communities or villages, which were originally centred on the churches. The parish councils have a significant role in representing the interests of their residents to the larger councils in the area.

The districts are more modern local units of government, they are modern amalgamation of parishes.

In Greater London the local government authorities are the councils of thirty-two London boroughs and the Corporation of the City of London. In Scotland there are nine regions, divided into fifty-three districts. Northern Ireland is administered by twenty-six district councils.

It is a poor saying of Epicurus, Satis magnum alter alteri theatrum sumus [Each is to another a theatre large enough]; as if man, made for the contemplation of heaven and all noble objects, should do nothing but kneel before a little idol, and make himself a subject, though not of the mouth (as beasts are), yet of the eye; which was given him for higher purposes. It is a strange thing to note the excess of this passion, and how it braves the nature and value of things, by this; that the speaking in a perpetual hyperbole is comely in nothing but in love. Neither is it merely in the phrase; for whereas it hath been well said that the arch-flatterer, with whom all the petty flatterers have intelligence, is a man’s self; certainly the lover is more. William Shakespeare is the greatest of all playwrights and poets of all times. Not much is known of his life. He was probably the son of a businessman and

was born in 1564 in Stradford-upon-Avon. He probably attended the local grammar school and got a classical education. In 1582 he married Anne Hathaway and had 3 children. Little is known of his life before 1592, when he appeared as a playwright in London. Soon he became an actor playing supporting roles like the ghost in "Hamlet". In 1599 Shakespeare became a part owner of the Globe Theatre in London.
Shakespeare's work as a playwright is subdivided into 3 periods. Written in the first period, Shakespeare's plays are mostly history plays like "Henry VI", and comedies with strong elements of farce. His masterpiece of this period is "Romeo and Juliet". In the second period Shakespeare wrote a number of comedies where he moved away from farce towards romance. In the third period, after 1600, appeared his major tragedies - "Hamlet", "Othello". They presented a clear opposition of order to chaos, good to evil. Shakespeare was a great poet and would be well known for his poetry alone. His major achievement as a poet is his sonnets, first published in 1609. A sonnet is a poem consisting of 14 lines, with a moral at the end. The sonnets are addressed to some "W.H.", and to mysterious "Dark Lady of Sonnets". The sonnets deal with the great themes of love, friendship, death, change and immortality. Shakespeare looks at his own poetry as a means of immortality. Shakespeare's sonnets are excellent. They are full of harmony and music; they praise love, friendship and beauty, though there is no sentimentality in them. Shakespeare's poetry is at the summit of human achievement. Many centuries have passed since his death in 1616, but Shakespeare is still considered to be the greatest of all playwrights and poets.

competition into what were traditionally monopoly sectors, such as

For instance, do you want a bath or will just a shower be OK? Do you want a washing machine( my advice-YES- launderettes are a nightmare and you cant afford to have things cleaned for you ). Are you OK with sharing a bathroom or do you want an en suite of your own? You also need to think about where your house is located- bus and train fares can add up to a lot of money.

Secondly, make sure you take with you a list of questions you want to ask. Will you have to pay the rest of the rent if the other rooms aren’t filled? How big is the deposit and will it be returned at the end of your rent? Is there a garden-are you responsible for it? Are the rooms lockable? Is the house in good condition? If the landlord promises to have things repaired, get his promises included in the contract.

There are also a few things you should look our for: what is included in the rent and how much are the extra bills? So if you’ve found a house for 40 a week ,but it doesn’t cover any bills-you aren’t going to save money, especially if the other rooms are empty
